On 13th November 2007 the Board of Powys County Council agreed to a proposal to consult on the making of a Designated Public Places Order (DPPO) under section 13 of the Criminal Justice & Police Act 2001. The Order was initially proposed by Llandrindod Wells Town Council and supported by Dyfed Powys Police.
The Order, if approved, will become effective on 1st May 2008 and will create a zone in which the police have powers to confiscate alcohol from people drinking in a public area where:
(a) nuisance or annoyance to members of the public; or a section of the public; or
(b) disorder
has been associated with the consumption of intoxicating liquor in that place.
This first DPPO would be for Temple Gardens and Memorial Gardens in Llandrindod Wells. The proposal will be discussed at Full Council in April 2008 where the decision will be taken whether to approve it or not..
If approved, this Order will not make it an offence to drink alcohol in a public place for law abiding citizens. However failure to comply with a police officer's requirements in respect of public drinking and surrender of alcohol, without reasonable excuse, would be an arrestable offence or punishable by a fixed penalty notice. There are no specific human rights implications as DPPO's have not been deemed to infringe human rights when "serving the public interest" by reducing alcohol related disorder. Any person who may have a dependency upon alcohol will be able to continue consuming alcohol in their own homes or those of family and friends, licensed premises or treatment/support centres that allow alcohol consumption on their premises.
The restriction on public drinking will not apply to any premises holding a premises licence or covered by a Temporary Event Notice under the Licensing Act 2003 authorising the sale of alcohol, for example public houses, clubs, cafes or restaurants and the curtilage of their premises.
Copies of the draft Order and accompanying plan may be downloaded below, or inspected from 1st February 2008 at the offices of Powys County Council at County Hall, Spa Road East, Llandrindod Wells and the Gwalia, Ithon Road, Llandrindod Wells and also at Llandrindod Wells Police Station during normal office hours.
The Council is required to consult with the Town Council, the public and the licensee of any licensed premises or temporary event notice holders who may be affected by the designation as well as the owners of the land which is the subject of the designation. You are hereby invited to comment on the proposal having considered the following questions;
Do you agree with the proposal?
What do you see as the benefits or drawbacks of this proposal?
What experience, and or evidence do you have of crime and disorder caused by alcohol consumption in Temple Gardens and Memorial Gardens, Llandrindod Wells?
If you object to this proposal, do you have any suggestions as to how to resolve the problem of behaviour caused by intoxicated individuals without addition funding or reducing policing allocated to other parts of town.
there are specific boundries as to where you can drink, so if you cross the road from the designated area then you are not violating the order!!!!What a nonsense.
this ban also does not include 'the lads' who drink from jugs outside of 'frankies bar' in the summer months.thats because they are spending lots of money i suppose.
What i forgot to mention is that the designated drinking ban area is part of the gardens that house the Town Hall!!!
Funny that, and even funnier it is up for sale by powys at the moment.
who are not interested in keeping it for llandod but will sell it to a private investor and will then have to find more tax payers money to build a new meeting place for the town council.

Several times in the past few years Clients at our hotel have been assaulted in the down town area as have I, for no reason then being in then the presence of alchohol in the street. I will not walk at night in the town without company and in the day Rock park is out of bounds. There was an influx of troubled displaced peoeple to the ridgeway area in early 2000, the towns social services adjusted to accomadate them, now it's clear that the council has a role and this order will be a blessing. i suppose you mean the ridgbourne area! there are certainly a proportinate amount of housing association tennents but few are troublesome.
those that are being victimised by the council are long term residents of llandrindod,one of whom i workedwith in a local factory that shut eight years ago proving that they have not been provided with housing here but are locals.
the objective surely is to bring an osolution to llandrindods problems but concentrating only on tourists pennies when there are real social problems affecting those who do not belong to the middle class elite is not the way forward.
You cannot be saying that a couple of murders in the ridgbourne area is 'troublesome' and the children who made the furniture exhibit for Rock park only ot have it defaced with spraypaint deserved that reward because they hadn't been laid off or persecuted by the money grubbing vendors? Take a breath, get drunk in private, tell your sad stories to the caring ones, maybe the samaritans, or write them down. Most people are trying to get on, wishing they didn't have to negotiate with hostile dependants. There's no excuse Llandod a beutiful town only is plagued by violence. And the town council have noticed. Perhaps now they will ban the sale of aerosol paint to undr 18's

You have leapt from saying that you will not walk in certain areas at night and then associate them with some of the tragedies that has happened in the town.
that naive misinterpretation is reminiscent of the town councils labelling of all of llandods ills on a small group!
i am glad you can see that llandod has more problems than the ones the town council are trying to cure by moving people from one place to another.

moving these few people on and implementing a ban in certain place,namely temple gardens,will not stop any other troubles it will just move the drinkers to another place.
a more meta physical questionhere, why should llandod be exempt from trouble? is it some sort of utopia?
it consistently has the worst unemployment numbers in powys.perhaps there is a link there.
i think it would be more appropiate to ban the sale of alcohol than aerosols to be honest.
check out the mirror newspaper website today{12-02-2008} and read of their imminent campaign to bring in to law the prosecution of shopkeepers who sell alcohol to minors.
okay so what's the problem then? Sellers of alchohol and tobaco and aerosols to minors should be prosecuted. I don't know what the exact make-up of the town is. but it's location and services make good for retirees. The college and library are excellent and there are some nice places to eat. The rockpark is a nice place to walk if it weren't for the dangers. and it would be nice if the downtown shops didn't have to worry about their windows being broken. Lots of nice chapels around and lots of nice people, the majority getting along. So what's your problem? mine is the public drinking and graffiti
my problem or aim more specificly is to point out the misdemeanors of the 'ruling' middle class elite who may be termed professional people but are not professional human beings,they are corner stones of the hang em and flog em brigade.
all you hear in the local press are the concerns for the 'tourists' who visit in the summer!
but surely there is the priorotiseing towards the locals.
In the space of ten years thre employers who have employed over 600 locals have closed down or are fighting to survive.
the middle class elite have done little to implement new areas of employment!
why?
because they are professional people and the petit bourgeoise of hoteliers and small shop owners.
a society as small as llandods whose only concern is economic share amongst a few is a society that will have large social problems.

Goods grief! look at where you live. Llandod has always been a tourist destination. Welsh tourism started here. Are you volunteering to help? are you playing your part? When you see something that might discourage a visitor do you try to make a difference? Are you welcoming? or just a sad hopeless welshman. Did someone steal your birthright? did you give it away? i bet everyday you prove yourself right. Did you spray paint the swastika in rock park? maybe.......did you break the windows on middleton street.....possibly.

You responded was it the alchoholics or the youth who are tolerated,(by whom)? you equate youth with mental illness ? i see nothing wrong with a town whose parents feel secure enough to trust with the care of their children. Alchohol is a different matter. It should be clear by example to any one, especialy the youth, that it is a negative. You are confusing things, whatever Llandod has attempted, it was and is tourism that brings light and that means a population inclined toward civic pride. with regards to the proposed designated places ban- i dont see how moving alcoholics from a designated area will cure their alcoholism,they will just move somewhere else and drink,who knows maybe up the lake,rock park,middleton street.
The reason i oppose the economic side of the ban is because of the irony of one of the first complainants,j baird Murray of the metropole who claimed they were upsetting his tourists and yet he has a licsense to sell alcohol and does so at a price that excludes many people in the town from doing so.
I there fore believe those who supply alcohol should be responsible to whom they sell alcohol too.
this is a community of under 5000 not a sprawling urban area where we dont know who is who.

because as ive mentioned when the proposal for the drinking ban was made the town council could not get the police to validate their claims of anti social behaviour.the police said there wasnt enough evidence.
i believe the young people who get smashed drinking outside frankies bar in the summer are tolerated because they are spending more money than the town drunks.
as are those who attend rumours nigh spot and the hampton and other establishments.
I more than many know of llandods tourism industry however it peaked 150 years ago! although it has every reason to continue i only read about the town councils initives towards the tourists pennies and yet in the last ten years the town has lost 450 jobs in the manufacturing sector and has the consistenly highest unemploymentt figure in the whole of powys.
if tourism is so condusive to llandrindod why does the revenue from it only stay in the hands of a few,many of whom were put in that position as a birth right.

1. the town council doesn't 'cure' alchoholism, that;s usually achieved when the alcholic agrees they have a problem, ie by being shunned, moved, isolated.
2. Baird-Murrays hotel brings commmerce into the town, lifts the towns reputation.
3. Achohol is sold by licencee's who should bear responsability for the effect of their actions. ie if a bartender serves an obviously drunk client and that client commits a crime under the influence of the alchohol, the licencee bear liabiity.
4. Birthright, assume you refer to JBM, he could make a nice life anywhere and chooses to invest his time and money in Llandod as his father did before him and really is doing a hell of a good job.
5. what is it that you want? why are you griping, polish your shoes, comb your hair, get out and help, you will never be more then you are.
Point 1. of course the town council doesnt cure alcoholism dont be so whimsical.

the revenue the met brings in mostly goes to its share holders in the long run and never reaches the towns folk.can you think of a reason why the majority of staff are short term economic migrants?its not too difficult.
the Metropole brings huge parking problems into areas where their are already problems and has not aided any sustainable parking solution only burdened it.

An interesting thing I note in the UK is that when you enter a local store or gas station on the left you will see pornography and on the right alcohol and way in the back food, it's all very demeaning and paints a false picture of the society. The UK is free, but somewhere along the line the public lost it's voice and so the more aggressive marketeers elbow there way into our lives to make statement such as 'it's okay, he's just had a few too many' acceptable. It's not acceptable, it's abusive, and so is the sight of people displaying there frailty in the midst of public places, forums. like common colds we can all catch it, and the sufferer should be aware of his or her responsibility to the whole, not to spread the disease. well now you are agreeing with me. But distressed that Llandod can be compared with Palm Springs? Difference might be that some of Llandods townfold talk down the values. Civic pride translates as value and return on investment and the residents of Palm Springs are aware of this. Perhaps some Llandods reidents are nervous that they can be priced out of the their local market, (the resistance tesco's?. what are you doing there Landodlip?
